Instructions
Preheat oven to 350°F (175°C). Grease or line two cups of a standard muffin pan.
Whisk or sift the flour, sugar, cocoa powder, and baking soda.
Add the chocolate milk, oil, and vanilla, and mix thoroughly.
Divide the batter between the two muffin cups.
Bake 14 to 18 minutes, or until a pick inserted into the center comes out clean.
Cool in the pan on a wire rack.
Melt the chocolate chips at half-power in the microwave in 20-second increments until the chocolate melts when stirred.
Spread half of the melted chocolate on top of each cupcake. Garnish with sprinkles, nuts, or another garnish.
Notes
*You can substitute regular or 2% milk if you like. Add a pinch more cocoa powder if you want to make up for that loss of chocolate flavor.
