Using an electric mixer on slow speed, mix all the crust ingredients until the mixture resembles coarse crumbs. Press the mixture into the bottom of an ungreased 9”x 13” baking pan.
Bake for 15 minutes, or until the edges are lightly browned.
To make the topping:
Stir together the sugar, corn syrup, eggs, melted butter, and vanilla extract. Stir in the cashews and chocolate chips.
Spread the topping over the partially baked crust. Bake until set, about 28-32 minutes.
Cool completely before cutting into bars. Cover and store refrigerated.
