In a mixing bowl, cream together the confectioners' sugar and softened butter until light and fluffy.
Add the cocoa powder, vanilla, and salt to the butter mixture. Mix until well combined.
Add the cream cheese, and beat until smooth and creamy.
Gradually add the milk, a little at a time, until the dip is the desired consistency. (You may need slightly more or less milk depending on how thick you want the dip to be.)
Fold in the mini chocolate chips.
Transfer the dip to a serving bowl and garnish with additional chocolate chips if desired.

Store tightly covered in the refrigerator up to 5 days.
