Whisk or stir together the flour, sugar, brown sugar, baking powder, baking soda, and salt. Make a well in the center of the mixture.

Combine the dry ingredients and sugar

Combine the remaining wet ingredients

Stir together the butter, milk, eggs, and almond extract.

Add the wet ingredients to the dry ingredients

Pour the butter mixture into the well with the flour mixture. Stir just until combined or a few streaks of flour remain.

Add the raspberries and pistachios

Gently stir the berries and nuts into the batter.

Portion the batter

Divide the batter among the prepared muffin pans, using about 3 tablespoons of batter to fill each cup about 3/4 full.
