Whisk together the flour, baking powder, baking soda, and salt.

Start mixing

Place the butter and brown sugar in a large mixing bowl. Use an electric mixer on medium speed to mix until fluffy and lightened in color.

Finish mixing

With the mixer on low speed, add the flour mixture in three portions, alternating with two portions of milk. Add the sour cream with the last portion of milk.

Bake

Transfer the batter to the prepared pan, and spread evenly. Bake 60 to 70 minutes, or until the cake is browned and a pick inserted into the center comes out clean.

Cool

Place the pan on a wire rack, and allow to cool for 15 minutes. Then invert the pan onto a cooling rack and allow the cake to cool completely.
